If you have not yet earned 24 semester hours of UHM-equivalent coursework at a regionally accredited U.S. college/university, have your college submit an official transcript (if you have attended college), high school submit an official transcript, and, if you are still enrolled in high school, a list of your courses in progress. Completion of 22 units including 17 college-preparatory units is required. A favorable decision on a high school application is contingent upon satisfactory completion of the senior year.

Omitted or Fraudulent Information:
All applicants for admission are required to list all current and previous enrollment in any postsecondary institution on the application form. Applicants for admission who fail to inform the University of such enrollment or who submit, or have submitted on their behalf, any required information or document that is fraudulent or that has been altered without proper authorization may be denied admission to the University. If the omissions and/or alterations are discovered after the student is enrolled, the student's admission may be rescinded and his or her enrollment canceled. No transfer credits will be allowed in future admissions. In addition, the student may also be referred to the Student Conduct Committee for possible disciplinary sanctions.

High School Records (Secondary School) and College Records (Postsecondary Studies)
All official transcripts, examination certifications (e.g., General Certificate of Education) and other documents showing all school work and any completed postsecondary work must be submitted to the Office of Admissions and Records. All official transcripts must be mailed directly by the institution or Ministry of Education to the Office of Admissions and Records. Documents mailed or hand carried by you or anyone else will not be accepted as official or used for admissions consideration.
Secondary School transcripts must include a list of courses taken and grades/internal marks received each year, class rank for the last four years of secondary school, and an explanation of the school's grading system. If transcripts with annual internal marks are unavailable directly from the school, you may photocopy your mark sheets or grade reports and have these certified by a school official who verifies that a transcript is otherwise not available.
Postsecondary school transcripts must include a list of courses taken, grades/marks received, number of hours spent in each class per term, explanation of the school's grading system, and your rank in class. You may also be requested to provide course descriptions and a list of text books used in each course.
Photocopies of external examination certificates must be certified by a school or Ministry of Education official or issued by the examining board and be sent directly to the Office of Admissions and Records.
All documents must be in English or accompanied by an English translation that has been certified by a school or Ministry of Education official.
Scholastic Assessment Test (SAT)
The SAT-I, American College Test (ACT) or Graduate Record Examination (GRE) is required of all undergraduate applicants (including foreign applicants) except those who at the time of application have already earned 24 semester credits in courses comparable to those at UHM (excluding English Language Institute and Second Language Studies courses) and taken at a regionally accredited college/university in the United States. SAT-I for applicants outside the U.S. can be obtained by writing to the College Entrance Examination Board. Please list college code 4867 as the recipient of your results on the application. The GRE can be taken when the SAT or ACT tests are unavailable.
SAT-I applications may be obtained by writing to the College Entrance Examination Board, c/o Educational Testing Service, P.O. Box 592, Princeton, NJ 08540. ACT applications may be obtained by writing to the American College Testing Program, P.O. Box 414, Iowa City, IA 52243.
Applicants whose native language is not English, who were born outside the U.S., who graduated from a foreign high school, or who need a Certificate of Eligibility for F-1 or J-1 status must complete the following language and financial verifications.
Test of English as a Foreign Language (TOEFL)
All applicants whose native language is not English must submit an official TOEFL score report from a test taken within the last two years. A minimum TOEFL composite score of 173 (Computer Score), 61 (Internet Score), or 500 (Paper Score) is required for admission consideration. To be exempt from taking the UHM English Language Institute (ELI) placement test and courses, a TOEFL score of 250 (Computer Score), 100 (Internet Score), or 600 (Paper Score) is required. An official TOEFL score report must be sent directly from the Educational Testing Service to the Admissions and Records Office (Institution code 4867, department code 00). Applicants with SAT-I verbal scores of 540 or better on the recentered scale are exempt from taking TOEFL, but they must take the UHM ELI placement test.
TOEFL applications may be obtained by writing to Educational Testing Service, P.O. Box 899, Princeton, NJ 08541.
The following applicants are exempt from taking the TOEFL test:
Native speakers of English from Australia, Canada (except Quebec), Ireland, New Zealand, United Kingdom, or the United States.
Persons with a bachelor's or higher degree from a regionally accredited U.S. college/university or a recognized university in a country listed under (a).
Persons with an Associate in Arts degree from any of the community colleges within the University of Hawaii system.
Persons who have obtained 60 transferable semester credits with a GPA of 2.0 or better at a university whose academic standing is recognized by the University of Hawaii at Manoa and where English is the primary language of instruction.
Persons who have completed at least six years of full-time schooling with English as the medium of instruction at a middle school, high school, college or university in a country listed under (a), documentation of all six years is required.
Persons with IELTS score of 5.0 or better (academic section only).
Persons with SAT-I verbal scores of 510 or better (if test was taken prior to January 2005).
Persons with SAT-I scores of 510 Critical Reading and 510 Writing (if test was taken January 2005 and after).
The following applicants are exempt from taking the ELI placement test:

Hawaii English Language Program
(HELP): The Hawaii English Language Program (HELP), is a noncredit, comprehensive, intensive English language program for students who wish to improve their English language proficiency for academic, business, or professional pursuits. Most students in the program are preparing to enter an American college or university. HELP also offers an intensive TOEFL test preparation course. Admission to HELP is open to individuals aged 18 or older who have completed secondary school or the equivalent. There are four 10 week sessions each year, beginning in January, April, July, and October.
International students who meet our academic requirements but do not meet our English language requirement, may be admitted to the university on condition that they enroll in the HELP program and subsequently meet our English proficiency requirements (minimum 173 - computer, 61 - Internet, or 500 - paper TOEFL score) within one year or less.

Instructions for Completing the Supplementary Information Form for Foreign Applicants:
Section A - Confidential Financial Information - All nonimmigrant students who are to be issued an I-20 or IAP-66 for their nonimmigrant visa (F and J) must complete this additional form and document that sufficient funds in U.S. dollars will be available for the duration of studies. Certification of Support and accompanying bank statements must be signed within the last six months. The approximate cost of attending UHM for a 12-month period (including summer) is $23,000 for nonresident students or $16,500 for students qualifying for exemption from the nonresident tuition differential.
Sections B-E - Academic Information - Foreign applicants, including U.S. citizens and permanent residents whose native language is not English, who were born outside the U.S., or who graduated from a foreign high school must complete page 3.
Official Certification of Domicile - Students from countries listed on page 1 of the Supplementary Information Form must complete page 4 to apply for an exemption from the nonresident tuition differential.
Applications will be processed after all documents have been received by the deadline.
Admission of International Exchange Students
Foreign applicants selected by an external scholarship program (i.e., Fulbright, Rotary International, Mombusho Scholarship) or participating in a Manoa campus exchange program may apply to the University as unclassified international exchange students. International exchange students intend to enroll at the University for a year or less for a specific purpose other than to earn a University of Hawaii degree.
To apply for admission as international exchange students, applicants must: (a) submit transcripts verifying the completion of at least a two-year course of study at a recognized tertiary institution with a minimum GPA of 2.5 as evaluated by the Office of Admissions and Records at the Manoa campus (for undergraduate students) or a baccalaureate at a recognized college or equivalent (for graduate students); (b) receive a minimum of 173 (computer-based), 61 (Internet-based), or 500 (paper-based) on the TOEFL unless exempt (refer to Test of English as a Foreign Language (TOEFL) for exemption criteria); and (c) receive endorsement of a University of Hawaii at Manoa academic department or field. Sponsored students intending to complete a graduate degree at the University may apply as special non-degree students.

Special Information, Regulations and Procedures:
Student Visa: An I-20 AB (the Certificate of Eligibility for Nonimmigrant F-1 Student Status) is sent to nonimmigrant students after admission into an approved degree/certificate program and satisfactory review of available funding for full-time studies. The I-20 AB is valid only for students intending to study full-time at UHM. Students living abroad should present the I-20 AB and verification of funding to the nearest consulate/embassy for an F-1 visa. F-1 students transferring from another University in the U.S. must present their I-20 to the UHM International Student Services (ISS) to confirm their status at the beginning of the semester of enrollment. J-1 visa holders must notify their sponsors for specific information on visa procedures. Other nonimmigrant visa holders - Students on other nonimmigrant visas should consult an adviser at the ISS office about visa requirements and benefits.
English Language Institute (ELI): The ELI program provides supplemental English instruction for nonnative speakers of English officially admitted to UHM who need further formal English training. An English placement examination is given to all students whose TOEFL score is below (250 - computer score, 100 - Internet score, or 600 - paper score) or who completed less than six years of studies in an English speaking country. Since ELI assignments take precedence over other course work, normal academic progress may be delayed.
International Student Services (ISS): The ISS provides services, information, and activities for nonimmigrant students attending UHM. It implements University policies and procedures to assist and facilitate successful collegiate experiences for international students and provides advice on a wide range of concerns arising from their nonimmigrant status. The ISS is specifically responsible for all F-1 and J-1 students enrolled at UHM, monitoring their immigration status and providing information to ensure that students can maintain and gain maximum benefits from their program of study.

Definition of a Transfer Student:
In general, a transfer student is someone who has enrolled for college credit after leaving high school. Any applicant who has previously enrolled in any postsecondary educational institution must submit official transcripts from every such institution attended.
You are a freshmen applicant if you have earned fewer than 24 UHM equivalent semester credits from regionally accredited U.S. institutions, and must be considered under the admissions criteria for first-time freshmen, as well. Such applicants must submit their official high school transcript, official scores of either the Scholastic Assessment Test-I or the American College Testing program, and official transcripts from all postsecondary institutions they attended.
Requirements for Admissions:
Must have already earned at least 12 semester credits from regionally accredited U.S. colleges and universities, in courses comparable to the University of Hawaii at Manoa (UHM) courses and have at least 12 semester credits (as described previously) in progress at the time of application to be waived from submitting your high school transcript and SAT/ACT scores.
Cumulative grade point average (GPA) of 2.0 (for residents) or 2.5 (for non-residents).
Professional and select programs require higher grade point averages and prerequisite course work of all applicants.
All required application materials, including official transcripts from all postsecondary institutions attended, must be submitted directly to A&R by established deadlines. Because professional and select programs have earlier deadlines or may fill their spaces early, you should apply well in advance of the campus deadline. Unofficial transcripts, hand-carried transcripts, and student copies of transcripts or grade reports are not acceptable in lieu of official transcripts. Faxed materials are not acceptable as official transcripts.

University of Hawaii Articulation Agreement:
The University of Hawaii at Manoa follows all relevant articulation agreements contained in Board of Regents' and Executive Policies. Accordingly, transfer applicants who meet all admissions criteria and have earned an articulated Associate in Arts (A.A.) degree from a University of Hawaii community college will be admitted to the Manoa Campus as having fulfilled the UHM general education core requirements. While an articulated A.A. degree satisfies general education core requirements, students must also complete all specialized lower-division, major, college and degree/graduation requirements. Additional campus-specific requirements, such as competency in a foreign language or writing-intensive courses may also be required. With planning, most, if not all, of these requirements may be incorporated into the A.A. degree; if not, they are required in addition to the A.A. degree.
The Transfer Grade Point Average (GPA):
General: The following general guidelines are used by A&R to compute a transfer applicant's cumulative collegiate GPA for admission. It must be emphasized that these guidelines cannot address all the different grading practices that the admissions staff encounter when reviewing transcripts. In addition, it should be remembered that these policies pertain only to the transfer GPA that is calculated for purposes of determining general admission to UH-Manoa. Some undergraduate programs, such as education, engineering and business administration, have more selective admission policies with different requirements.
In calculating the transfer admission GPA, A&R uses:
All transferable academic courses deemed substantially equivalent to UHM courses, from all regionally accredited U.S. colleges and universities the applicant has attended, in which the student received a grade.
In the case of repeated courses the highest passing grade is computed into the transfer GPA.
The following grade points:
A=4; B=3; C=2; D=1; F=0; UW (unofficial withdrawal)=0; WF (withdrew failing)=0; ABS (excessive absences/absent for final exam)=0. Grades of CR (credit), NC (no credit), P (pass), S (satisfactory), W (withdrew) do not affect the GPA calculation. However, selective programs may view these grades differently in their admission process.
The Admissions and Records Office does not include in the transfer admission GPA:
Courses taken at an institution that is not fully accredited by the appropriate U.S. regional accrediting association.
Courses considered below college level.
Vocational and technical courses.
Remedial and developmental courses.
Courses of instruction in a particular religious doctrine.
Courses taken out of sequence (backtracked). A lower level course taken concurrently with or subsequent to a higher level course, for which it is an explicit or implicit prerequisite, is not counted.
Evaluating Transfer Credits
General: The Admissions and Records Office awards transfer credit according to the following guidelines. It reserves the right to accept or reject credits earned at any other institution of higher education. In general, UH-Manoa accepts credits earned at institutions fully accredited by U.S. regional accrediting associations, provided that such credits are substantially equivalent to courses at UHM, and have been completed with a grade of D (not D-) or better. An evaluation of transfer credits will be undertaken only after a student has been admitted to a program leading to a degree, and confirmed his or her intention to enroll.
Transfer decisions about courses taken at any other University of Hawaii campus are guided by the University of Hawaii Articulation Agreement. For additional information, you may refer to the web address:

Only course credits are accepted in transfer. Grades and grade points from other institutions do not transfer to UHM.
Notable Restrictions on Transfer Credit: Although all qualified courses may be transferred from two-year colleges, UHM applies no more than 60 credits from non-UH community or junior colleges toward the credits required for a bachelor's degree. Other notable restrictions on transfer credit include:
Courses Taken Out of Sequence (backtracking): Credit is not awarded for lower level courses if they are taken subsequent to or concurrently with a higher level course for which they are explicit or implicit prerequisites.
College Level Examination Program (CLEP): Students wishing CLEP general examination credit must take the test before completing 24 credits of college-level work. Credits awarded for general and subject examinations do not count toward meeting the 24 credit requirement for admission as a transfer student nor do they exempt other applicants from submitting SAT/ACT scores and high school transcripts.
Correspondence School Credit: No more than 30 credits of correspondence coursework from regionally accredited U.S. colleges and universities will be accepted in transfer.
Life Experience: UHM does not award credits for life experience. By individual arrangement, enrolled students may arrange for credit by examination.
Military Service or Schooling: Coursework taken through military schools may be considered for credit with the consent of the appropriate University department. The student's DD-214 or DD-295 form must be submitted. Credits awarded for military schooling do not count toward meeting the 24 credit requirement for admission as a transfer student nor exempt other applicants from submitting SAT/ACT scores and high school transcripts.
Courses With Non-Traditional Grades: Courses completed with non-traditional grades such as CR (credit), P (pass), S (satisfactory) may be transferable only if the grade represents a D (not D-) or better. Generally, courses with non-traditional grades will only be accepted as elective credit and will not fulfill University, college, school, or departmental requirements.
Advanced Placement (AP) Examinations: Credits for AP examinations do not count toward meeting the 24 credit requirement for admission as a transfer student, nor do they exempt the applicant from submitting SAT/ACT scores and high school transcripts.
Courses Receiving No Credit: Courses not accepted for transfer credit include, but are not limited to, the following:
Courses From Unaccredited Institutions: Coursework taken at any institution not fully accredited by a regional U.S. accrediting association is not transferable. After completing a minimum of 30 credits at UHM with a GPA of 2.0 or better, a student may be granted credit for coursework completed at unaccredited institutions which were candidates for accreditation at the time of the student's attendance there. No more than 60 credits from such institutions may be applied to degree requirements at UHM.
Courses Below College Level: At University of Hawaii campuses such courses include those numbered below 100.
Developmental or Remedial Courses.
Repeated or Duplicate Courses: Transfer credit is generally not awarded for courses that duplicate material for which academic credit has already been given. Credit will not be awarded for a repeated course in which a passing grade was previously earned, nor for more than one version of a cross-listed course.
Courses That Provide Instruction in a Particular Religious Doctrine.
Vocational or Technical Courses.
Mathematics Courses Considered Below College Level: Such courses include, but are not limited to: basic math, business math, college algebra and trigonometry.
Omitted or Fraudulent Information:
All applicants for admission are required to list all current and previous enrollment in any postsecondary institution on the application form. Applicants for admission who fail to inform the University of such enrollment or who submit, or have submitted on their behalf, any required information or document that is fraudulent or that has been altered without proper authorization may be denied admission to the University. If the omissions and/or alterations are discovered after the student is enrolled, the student's admission may be rescinded and his or her enrollment canceled. No transfer credits will be allowed in future admissions. In addition, the student may also be referred to the Student Conduct Committee for possible disciplinary sanctions.

You must have a combined 1590 SAT or 23 composite ACT (writing portions of both tests are required) and a minimum 3.00 cumulative grade point average.
